I. "City of Libraries" Reader Card
- 1. Reader Card Application
1.1 On-site Application: Chinese citizens and foreigners aged 3 and above can apply with their valid identification documents (ID card, residence permit, household register, military ID, driver's license, social security card, Mainland Travel Permit for Hong Kong and Macao Residents, Residence Permit for Taiwan Residents, passport, etc.) at any public library that has joined the unified service. With a second-generation ID card, one can apply self-service at self-service certificate issuance machines or self-service libraries (including urban self-service libraries and Guangming District's 24-hour Book Aroma Pavilion). When applying at the service desk of any public library that has joined the unified service, the "Reader Card Application Form" needs to be filled out. Children aged 3-8 must be accompanied by a parent when applying.
1.2Online Application: Readers can apply for a virtual reader card through the mobile service platforms of each library.
Each person can only apply for one Shenzhen "City of Libraries" reader card, and it is limited to personal use.
The initial self-service borrowing and returning password for a new reader card is an 8-digit number based on the date of birth. For example, if your birthday is October 10, 1980, the default initial password is 19801010. It is recommended to log in to the website or mobile service platform to change the self-service borrowing and returning password. When logging in to the website or mobile service platform for the first time, readers need to set an online service login password as prompted.

By binding the RFID reader card number or second-generation ID card on the mobile service platform, one can also have a virtual reader card.
Can replace the RFID reader card to log in to the service system at the service desk, self-service borrowing and returning machines, and self-service libraries of any public library that has joined the unified service and is equipped with a QR code scanning device;
Readers can also log in to the service system by scanning the QR code for login on self-service devices with a mobile terminal that has a virtual reader card bound to it.

- 3. Loss Reporting and Replacement
If the RFID reader card is lost, please report the loss promptly through the website, mobile service platform, voice service phone, SMS, etc., or visit the service desk of any public library that has joined the unified service to handle it.
When replacing the RFID reader card, please bring your valid identification documents to the service desk of any public library that has joined the unified service to handle it, and pay a fee of 10 yuan.
- 4. Cancellation or Deactivation of Borrowing Function
Readers must visit the service desk of any public library at the district level or above that has joined the unified service to cancel or deactivate the borrowing function.
When canceling the reader card or deactivating the borrowing function, please first return all borrowed literature, settle overdue return fees, and return the deposit and prepayment with your reader card and valid identification documents; when entrusting someone else to handle it on your behalf, you must present the reader card, your valid identification documents, and the valid identification documents of the entrusted person.
Ⅱ. Borrowing Rules
- 1. Borrowing and Returning Locations
Readers with a reader card with the borrowing service function enabled can borrow books in the library or pre-borrow books through the website and mobile service platform.
The borrowed books can be returned to any public library or self-service library that has joined the unified service. (Periodicals, audio-visual materials, braille and a small number of specific literature need to be returned to the original lending library)
- 2. Borrowing and Returning Periods
The borrowing period of Chinese and foreign language books is 31 days, and it can be renewed once before the expiration date. The renewal period is calculated from the second day after the expiration date of the book and is still 31 days; the borrowing period of periodicals and audio-visual materials is 21 days and cannot be renewed; the borrowing period of braille materials is 60 days and cannot be renewed.
- 3. Renewal
Before the expiration of the literature, readers can renew through the website, mobile service platform, self-service library, voice service telephone, text message and other platforms.
- 4. Transferring Borrowing
Readers who need to borrow and return books can log in to the mobile service platform to handle the book transfer procedures. "Transfer out" is regarded as returning a book, and "Transfer in" is regarded as borrowing a book. The number of times of transferring borrowing (lending) of the same literature by the same reader card within one year cannot exceed 2 times.
- 5. Pre-borrowing
Readers can submit literature pre-borrowing requests through the website and mobile service platform, and choose to have it delivered to home by express or pick it up at a self-service library branch.
- 6. Overdue Return Fees and Payment Methods
If the literature is returned overdue, a 0.3 yuan return fee is charged per volume per day, and the maximum limit of the overdue return fee is 10 yuan per volume.
Readers can choose to use the "available points" in their reading points to deduct the return fees. The deduction coefficient is 20, that is, the deducted points = the amount owed 20. When deducting, it is deducted item by item (the overdue return fee for each volume of a book is one item), and the insufficient part can be paid in other ways.
- 7. Compensation for Damaged and Lost Literature
◆The amount of compensation for damaged literature is determined by the staff according to the damage situation as appropriate. For those with serious damage, it is treated as lost literature.
◆Each damaged RFID tag is compensated with 5 yuan; each damaged barcode or book label is compensated with 2 yuan.
◆If literature is lost, readers need to make compensation. Lost ordinary literature is compensated at 3 - 10 times the original price, and any volume of a lost set of literature is compensated at 5 - 10 times the original price of the lost literature. Readers can also purchase the same version of literature and return it to the library, and pay a literature processing fee of 10 yuan per volume.
◆If the cumulative number of lost literature reaches 5 volumes, the borrowing rights of literature will be suspended for 180 days.

III. Other Affairs and Rules
◆The replacement and return of old reader cards with non-13-digit numbers and other affairs need to be handled back at the original issuing library.
◆The "Financial Reader Card" is a cooperation project between financial institutions and libraries, such as "Guangming Huimin One Card", "Cultural Theme Credit Card", etc. The cards are issued by financial institutions and managed by each cooperation library, and have the functions of "City of Library" reader cards. Please refer to the relevant use rules for details.
◆ The original "Reading Card" can be upgraded to a "Pengcheng Reading Encouragement Card" through the website and the mobile service platform mentioned in step 2.
Appendix: City-wide Unified Service Branches
By the end of 2020, 383 physical public libraries and 302 self-service libraries (including book pavilions) in the city have achieved unified service, and other public libraries will gradually join.
